The Comparative Study on the Official Conceptions of the Poverty in Mexico (1980-2012) and in the Federal District (1997-2012). One or Two Views?

The poverty discourse is shaped in Mexico City (Federal District) by internal conflicts since the turn of 1997. Starting this year, the Democratic Revolution Party (PRD) has been governing in the capital. However, on the federal level there was an alternation of federal power with the National Action Party (PAN) since 2000 in the administration of Vicente Fox (2000-2006) and Felipe Calderón (2006- 2012). The confrontation between PAN and PRD was produced in the official conceptions of politics combating poverty in Mexico City on local level and on the federal level. What is this confrontation about? Does the different policy towards the poor in the federal and local levels (Federal District) really exist?
